Network Nation

'A digitally-native community that exercises functional sovereignty without exclusive territorial claims' — organizes around shared values and digital governance infrastructure rather than birth-determined citizenship. An active alliance organizes under this term, not just a research framing — a real cooperative alliance of builders, researchers, organizations, and activists, with named members and an active monthly-call cadence, not merely an academic concept. The same family of ideas goes by other names: Primavera De Filippi's broader term "CoordiNations" (as Michel Bauwens describes it), and Igor Calzada's "Algorithmic Nations", which a 2024 comparative paper treats as a third paradigm alongside Network States and De Filippi's Network Sovereignties — centred on how stateless, indigenous and diaspora communities can attain self-determination through data sovereignty.

Governance Model
Blockchain-based governance tooling: soulbound tokens / Proof-of-Humanity for portable identity, DAOs for treasury management, conviction voting / quadratic funding / participatory budgeting / futarchy for decisions. The alliance describes its governance as polycentric — multiple nested, overlapping, autonomous governance bodies that coexist and coordinate — with legitimacy drawn from active participation, mutual accountability and the renegotiation of shared rules rather than a central mandate.
Legal & Territorial Status
Explicitly does NOT require territory (the key distinction from a Network State) — functions as a supplement to, not a replacement for, nation-states. No existing international legal category recognizes non-territorial polities of this kind. The alliance's stated aim is "functional sovereignty" — the capacity to govern essential domains of community life with a high degree of autonomy, grounded in the ability to set rules and manage resources rather than in territory — working alongside nation-states instead of replacing them.
Membership Basis
Chosen identity, not birthright; portable across communities; members can hold simultaneous memberships in multiple network nations (unlike exclusive nation-state citizenship).
Funding & Treasury
Collective crowdfunding and pooled member contributions (e.g. CityDAO's $8M+ land purchase); tokenized DAO treasury management for some examples — funding mechanisms vary by project, no single unified model.
Representative Examples
CityDAO (5,000+ members, 40 acres in Wyoming); Zuzalu (2-month pop-up city, Montenegro 2023); Edge City (professionalized pop-up village format); Liberland (7 km² territorial claim + Layer-1 governance).

En qué se diferencia

Unlike a Network State, a Network Nation explicitly does not require or seek territory — it functions as a supplement to existing nation-states, not a competitor to them. Unlike a DAO's token-based voting, it leans on portable identity tooling (soulbound tokens, Proof-of-Humanity) and mechanism-design tools like quadratic funding for decision-making, and its alliance describes governance as polycentric rather than centrally mandated.
